Monthly:  $8,482.00 - $11,875.00

Annually: $101,784.00 - $142,500.00

SAFETY STATEMENT

CLASSIFICATION SUMMARY
Under the administrative direction of the Fire Chief, provides managerial oversight for Department's Fire Suppression Division and Department-wide logistics, including establishing goals and objectives within the policy directives set by the City Council and assisting with overall Department goals and objectives to improve the quality of life for the citizens of Kennewick.  The Fire Suppression & Logistics Deputy Chief acts for the Fire Chief in his/her absence and performs related duties as required.  This position is distinguished from the lower level Battalion Chief classification due to the broad scope of responsibilities for personnel, operational, and organizational development as assigned by the Fire Chief. This position is not part of a bargaining unit.


EXAMPLES OF WORK PERFORMED (ILLUSTRATIVE ONLY)

The following list reflects the essential job duties and responsibilities of this classification, but should not be considered all-inclusive.  The incumbent will be expected to perform other related duties as assigned.     


  • Develop and recommend goals and objectives for the Fire Suppression Division to ensure compliance with City Council policy directives and all applicable local, state, or federal laws, rules and regulations.  Provide guidance to supervisory personnel in the development of and implementation of operating policies and procedures to accomplish Departmental goals and objectives.  This includes evaluating current and potential problems within the Department and community, and working in partnership with the Fire Chief and Department staff to ensure responsible and effective actions are taken as needed.
  • Develop, implement, coordinates, and supervise ongoing Fire Suppression programs and planning strategies. Assists with Department programs including the administration and implementation of the Department's Strategic Plan and other operational and support goals.
  • Effectively and interactively manage personnel and resources assigned within the Fire Suppression Division.  Ensure quality of emergency performance, including response and service reliability and consistency, by providing support, direction, goals, coaching, and meaningful performance evaluations to reporting personnel. Provide and supervise leadership development and succession planning.
  • Advise the Fire Chief in employment decisions, and conduct and/or review extensive background investigations for new hires. Conduct Department investigations and make appropriate recommendations for personnel actions as appropriate.
  • Develop, recommend, and monitor the Fire Suppression and logistics budgets by reviewing past expenditures, analyzing future needs, and making determinations regarding the necessary resources to accomplish Departmental goals and meet community needs. Review purchase requisitions and recommend approvals based upon budgetary guidelines. Oversee the maintenance and repair of station facilities and apparatuses, as well as the purchase of all supplies, uniforms, equipment, small tools, etc.  Oversee the SCBA Technician specialty team. Act as liaison between the Department and other internal divisions, including Facilities Services, Fleet, etc.
  • Prepare and provide professional, accurate, and clearly written communications in the form of business reports, technical reports, policies, lesson plans, letters, personnel evaluations, and other documents for the Department.
  • Effectively communicate and maintain positive and productive relationships with diverse individuals and groups including City personnel, partner agencies, and community members, as well as provide leadership in bringing intergovernmental and community partners together to enhance service.
  • Oversee and represent the Department on critical incidents, including the coordination Fire Suppression services, Emergency Medical Services, and Special Operations. Coordinate with the Fire Prevention division regarding building safety, fire codes, code enforcement, public education, fire investigation and incident management.
  • Attend internal and external staff and committee as a representative of the Department. Maintain awareness of relevant trends and issues in the fire and emergency medical services profession and respond in innovative and effective ways. Track and assess proposed legislation, identify and report anticipated impacts on operations, and make recommendations as to changes necessary in Department policies and procedures or to ordinances for adoption by the City Council.
  • Direct the planning of major emergency response operations and oversees their implementation to ensure effective and efficient Departmental action. Work cooperatively on multi-agency incidents and events.
  • Analyze systems and recommend improvements, as needed, to existing facilities, equipment, and apparatuses.  Work in conjunction with the Prevention & Project Management Operations Chief to ensure selected facility projects are carried out in a timely and successful manner.  Handle complex assignments and performs other duties of a similar nature or level as assigned by the Fire Chief.
  • The Deputy Chief may be the Fire Chief's designated representative responsible for the enforcement, interpretation, and administration of City fire ordinances and standards.
  • Assist in developing the Department's labor relations strategies by researching, evaluating, and recommending labor relations policies and by and actively participating in collective bargaining agreement negotiation and implementation.

Perform other related duties as assigned.


EMPLOYMENT STANDARDS:

This position requires an Associate's degree in Fire Science or Fire Administration and ten years of progressive full-time career fire experience in a municipal fire department, preferably of 75 personnel or greater, with a minimum of three years supervisory experience as a Battalion Chief or equivalent. 


  • Must pass an extensive criminal background investigation.
  • Must possess and maintain a valid State of Washington driver's license.
  • Must reside within 30 minutes normal drive time to City of Kennewick City Hall.
  • Must maintain a level of mental and physical fitness required to perform the essential functions of this classification.
  • Must maintain regular attendance and punctuality.


Additionally, preference may be given to candidates who possess one of more of the following qualifications:

·         Bachelor's degree in Public Administration, Business Administration, or Fire Protection Administration.

  • Five (5) or more years of progressive responsibility for divisional or departmental management.
  • Successful completion of the Executive Fire Officer Program.
  • Successful completion of National Fire Academy courses.
  • Successful completion of National Coordinating Group ICS training or equivalent.
