Located in northern Idaho, Kootenai County is surrounded by scenic mountains and more than twenty pristine lakes. The largest city, the county seat, and the headquarters of the Kootenai County EMS System is Coeur d'Alene, which is located on the majestic shores of Lake Coeur d'Alene. Kootenai County is a destination location for regional, national, and international travelers, bringing a seasonal population increase well beyond the county population of 179,789. The region is a nature-lovers paradise where both national and state parks abound, scenic byways pass through stunning natural attractions and three ski resorts are within an hour’s drive. The Kootenai County EMS System (KCEMSS) is a fire-based ambulance service providing 911 emergency and facility-to-facility transfers throughout Kootenai County. KCEMSS operates through a network of agencies, including nine fire departments and one nonprofit EMS organization. KCEMSS provides EMS services up to and including paramedic and critical care services to the hospitals within Kootenai County, as well as hospitals in the surrounding counties of north Idaho upon request. The agency is staffed by a Chief Officer, Division Chief, Director of Finance, Bookkeeper, Purchasing & Provider Services Specialist, and Support Services Technician. All KCEMSS EMTs and paramedics are employed by the organization’s partner agencies. KCEMSS has five board members, which include one County Commissioner, one City of Coeur d’Alene Councilmember, and three Fire District Commissioners. KCEMSS partners with all fire districts within Kootenai County for manpower to operate their 16 ambulances. KCEMSS has a budget of $10,658,836 for the upcoming fiscal year and responded to approximately 18,000 requests for service last year.
Reporting to the Joint Powers Board, the Chief Officer is the executive position for KCEMSS. This position oversees and directs all services, personnel, and operations. The Chief Officer responds to emergency scenes as both a provider and/or as part of the command staff, and represents the agency’s interest with local, state, and national organizations involved in EMS delivery, operations, or advocacy. This is a “hands-on” position and requires active participation in the day-to-day functions of KCEMSS.
Education & Experience: A bachelor’s degree from an accredited college or university in public safety, public administration, business management or relevant field of study. Five (5) years of progressively responsible and high-level management experience coordinating the operations of a multi-agency public safety organization. Five (5) years of progressively responsible personnel management and supervisory experience. Successful completion of ICS 100, ICS 200, ICS 300, ICS 400, NIMS 700, and NIMS 800. Current Idaho Paramedic license or the ability to obtain within 90 days is preferred. Requirement: Prior licensed paramedic with no less than five (5) years of field experience, along with a current Idaho EMT-B or EMT-A license (or ability to obtain EMT-B or EMT-A within 90 days). Ability to operate emergency medical vehicles.
