Training Consortium Chief
The Kitsap County Fire Training Consortium (KCFTC) serves as the training division for six Kitsap County fire agencies, consolidating their resources and expertise into a centralized training office. Each agency appoints dedicated training officers, bringing a wealth of experience to the table. Together, they craft a unified training curriculum tailored to the region's unique needs. 

The Training Chief
The Training Chief is appointed by and reports to KCFTC Administrative Board consisting of the Fire Chiefs from the six department. The Training Chief functions as an essential member of the County’s leadership team and is primarily responsible for managing the KCFTC on a dayto-day basis. The Training Chief performs supervisory and administrative duties to ensure the efficient operation of the KCFTC. 

Key Responsibilities:
  • Manage all areas of the KCFTC.
  • Serves as the liaison between the KCFTC and all Agencies of the KCFTC.
  • Supervise personnel assigned to the KCFTC.
  • Recommend annual goals and objectives to include staffing level increases or reductions.
  • Implements common operating guidelines for all Agencies of the KCFTC.
  • Develop and monitor common training programs, processes, calendars, and instructional materials for all Agencies of the KCFTC.
  • Uses organizational ability and knowledge to allocate responsibilities to resource components, monitor and coordinate activities, and ensure successful performance and achievement of overall objectives of the KCFTC.
  • Develop the KCFTC annual budget as directed by the Administrative Board.
  • Direct and supervise the training of all Kitsap County firefighting personnel

The interview process will provide an opportunity for candidates to further discuss their qualifications, experiences, and suitability for the role.
Step 5: Selection and Offer
Following the interview process, the hiring committee will select the most qualified candidate for the position. If the candidate is an external candidate, they will be offered a conditional job offer and will be required to complete a physical examination, background investigation and a psychological examination. If the candidate is an internal candidate, the selected candidate will receive a formal job offer, outlining the terms and conditions of employment by the Training Chief’s host Agency.

Requirements Ideal Candidate
  • Progressively responsible experience with a career fire service organization in all areas of fire operation, management, budget, prevention, suppression, and training.
  • Associate degree from an accredited college or university with coursework emphasis in Fire Science/Command, Business or Administration, or closely related field is required; Bachelor’s/Master’s preferred.
  • Minimum of three(3) years' experience at the rank of battalion chief or higher is preferred.
  • Experience as a Chief Officer is desired.
  • Fire Service Instructor II is desired (IFSAC/ProBoard).
  • Proven expertise in supervisory and management techniques within a unionized environment.
  • Unwavering integrity in all interactions.
  • Adeptness in resolving conflicts among groups with differing perspectives or priorities.
  • Proficient in emergency response and deployment analytics. A comprehensive understanding of Washington state labor laws.
  • Strong emotional intelligence and leadership competencies.
  • Track record of promoting a participatory organizational climate characterized by openness, positivity, and support.
  • Valid Driver's License.
