Deputy Chief, Operations
WALLA WALLA COUNTY FIRE PROTECTION DISTRICT NO. 4 is currently seeking qualified candidates to the position of Deputy Fire Chief of Operations.  This position reports directly to the Fire Chief and assists the Fire Chief in the administration and operation of the fire department.
 
Located in Southeastern Washington, the District serves a population of 9,250 and covers an area of 125 square miles, surrounding the cities of Walla Walla and College Place. 
The District provides suppression, rescue, ARFF, emergency medical and prevention services from 6 stations.  The District is staffed by 14 career personnel and 65 volunteers and responds to approximately 1100 calls for service per year.
  
Desired Qualifications:  The desired candidate must have demonstrated experience and leadership in the fire service, must be involved in the community and able to clearly articulate the needs and operations of the District to the community, other local departments, the Board of Commissioners, the fire chief, civic and professional organizations, and the department personnel.  Must possess good written and oral communication skills and be able to establish and maintain good relationships in a diverse community and department.  He/she must be a good trainer and mentor, and a confident, innovative, fair and strong leader and decision-maker.  Must be knowledgeable about and experienced in volunteer/combination fire department operations and administration, ICS, hazardous materials, training program management and delivery, emergency management, and emergency communications equipment and practices.  Must have experience in developing and administering a budget and be able to set direction with clear objectives for agency programs and initiatives.  Must be computer literate beyond a basic level, experienced in modern fire department and EMS operations, administration, laws, codes, mandates, equipment and supplies and be experienced in fire prevention/public education programs.  Must have experience in personnel practices and rules.  Must be a proven member of a team, a good delegator, and be totally dedicated to providing quality customer service to a widely divergent customer base.
 
Salary and Benefits:  Annual salary range of $120,025 to $144,030 DOQ.  Benefit package includes paid medical, dental and vision insurance; VEBA, LEOFF II retirement plan; disability insurance; life insurance; holidays; and annual vacation.  Twelve month probationary period.

Minimum Requirements
 
  • Ten years fire service experience with a combination or career fire department, with three years at the rank of Captain (Company Officer), or higher;   
  • Associate’s Degree in Fire Command Administration is highly preferred;
  • WA State EMT-B or Nationally Registered EMT certification, or higher;
  • Must possess a valid WA State Driver’s license (or ability to obtain one) and a driving record free of significant moving violations;
  • Pass the District’s medical requirements and a thorough background investigation;


Here is a brief summary of the job duties:

The Deputy Chief of Operations manages the daily activities of the fire district, including fire suppression, emergency medical service delivery, training, and other non-emergent activities.  This position performs executive-level such as planning, budgeting, and organizing the operation division activities.  The Deputy Chief position requires strong interpersonal and communication skills and collaborative mind-set.
 
The Deputy Chief shall ensure efficient fire protection and emergency medical services within the Fire District.  Work is performed independently within broad department goals and objectives.  The employee has broad latitude for independent actions and decisions and works closely with other County and City departments and agencies to maintain a harmonious relationship throughout the organizations.  The Deputy Chief is required to exercise keen judgment, imagination, and foresight in making administrative and management decisions.
 
This position directly supervises the shift Lieutenants and training officer of the district, while also providing general supervision to all employees, paid and volunteer.  Responsibilities are performed under general direction for the achievement of objectives within established policies and guidelines.  In the absence of the Fire Chief, the Deputy Fire Chief shall direct all department operations.
 
The employees’ performance will be reviewed by the Fire Chief.  The evaluation will be based on the employees’ ability to deal with the public, employees, and volunteers; and his/her ability to handle the obligations associated with the position.
 
The Deputy Chief shall respond to incidents and emergencies and direct operations as the situation dictates.  He/she observes operations and performance of subordinates and recommends procedures, equipment and training required to improve the department’s performance.
