Finance Services Manager
The Finance Services Manager plans, organizes, and manages the District’s financial activities including accounting, fiscal management, financial forecasting, and ensures agency compliance in all fiscal activities. This role involves financial operations, accounting, accounts payable, accounts receivable, payroll, budgeting, financial reporting, and compliance with relevant regulations, ensuring appropriate internal controls are in place to safeguard the District’s financial and physical assets. As a member of the District’s management team, participates in policy development, planning, and oversight of the District and cooperative endeavors with local, county, state, and federal agencies. The Finance Manager does not have direct supervisory responsibilities for other employees. The Finances Services Manager reports to the Fire Chief or their designee. |

Required:
- An Associates’ degree in business management, public administration, or a closely related field, or a combination of education and related experience sufficient to successfully perform the essential functions and duties of the job as listed above.
- At least five (5) years of administrative finance experience.
- Extensive knowledge of advanced finance, accounting, and auditing principles and procedures.
- Intermediate level proficiency in performing data entry using a computer system and multiple software applications including but not limited to the Microsoft Office 365 suite – Word, Excel, Access, and PowerPoint.
- Prior to employment the successful candidate may need to submit to and pass a background pre-employment check.
- Candidate must be a citizen of the United States, or eligible to hold employment in the United States.
- Must be able to read, write, and speak the English language with proficiency.
- Candidate must possess a valid Washington State Driver’s License or have the ability to obtain one within thirty (30) days of hire and maintain it for the duration of employment.
- Must provide proof of motor vehicle insurability at time of hire and maintain it for the duration of employment.
- Have no disqualifying criminal history within the past seven (7) years.
Preferred:
- Bachelor’s degree in accounting or public administration, or five (5) years progressively responsible employment in accounting, financial planning, and/or investment management, or CPA.
- Master’s degree in finance, economics, or business management is preferred, but not required.
- Experience with public agency finances.
- Understanding/experience with Budgeting Accounting and Reporting Systems (BARS).
- Strong understanding/experience with Washington public procurement law and processes.
- Experience with Springbrook software systems is desirable.
- Completion of mandatory compliance training for the position if required.
- Completion of first aid and CPR training.
